Have you tried grounding the "hot" wire that goes to the sender to see if the gauge goes up? Also is the ground to sending unit good? Next time I have to pull the sending unit on my B2 I plan to cut an access hole as mentioned on this site so I won't have to pull the tank again.

Is it the old sending unit or the one in the new tank.Is it stuck on E and doesn't change? Is the float still on the rod ?The sending unit is the weak link in the system I would start there.
