Slow power locks on 91 when cold

I have a 1991 extended cab with factory power windows and locks.
My power locks are hard to use, and the problem gets worse the colder it gets. A few days ago it got down in the low twenties and I could barely get the key to open the door. It felt like I was about to break the key. I have had locks ice over on me before, but this time there was very little moisture/ ice to create this kind of problem.
When its cold out and I hit the unlock switch inside the cab the actuator engages, but struggles to unlock or lock the locking mechanism in one motion. I need to repeatedly hit the switch and this "nudges" the mechanism until the door unlocks or locks. This nudging problem seems to be worse on the passenger side. In the summer time or once the cab has warmed up with use of the heater, the problem isn't near as bad and practically nonexistent.
The passenger window is also slow, but this seems to be unaffected by weather…i.e. slow all the time. Could this be related?
I haven’t pulled the door panel off yet to take a look. I wanted to see if anybody knew what to look for before I did that.
