try prying off the cover of the relay and see if the points are actually moving and making contact(& also clean) when key is turned to run position. also pinch the points together and see if circuit closes and runs the pumps.
another thing you may wish to check regarding eec grounds:
continuity between pins 20, 40, & 60 on eec connector and the negative battery clamp(which is hopefully disconnected before removing eec wiring connector). these are all ground wires that the eec uses to supply the various systems it controls by grounding.
