Intermittant Wiper Mystery

Wipers work on High/Low but not on intermittant. All other functions of the MFS are working (blinkers, pump, brights etc.). Here is what I've done so far.
1. Replaced MFS with new part
2. Replaced wiper motor with new part
3. Swapped and tested different relays for High/low and Wiper Park

Voltage meter on the Intermittant wire produces 11.06 volts, but also appears to produce this in the off position. I get 12 volts when on either high or low and it appears to work correctly with the knob turned to these two positions.

Intermittant still not working. Any other ideas?

Your system probably doesn't even work the same way, but I have to set the delay them move the switch to low and back so wiper makes its' first move. Otherwise the intermittent will never kick on..
