i put a 4.0 out of a 95 explorer and ive probly put 200 miles on it i pull the plugs and they all white ive checked for air leaks /fuel psi all good wut esle could it be?

Sounds to me like your headgasket is blown.

would a blown headgasket keep all 6 plugs white?

Yea the antifreeze cleans them off. Is there any white smoke coming out of the exhaust?

after it runs for 15 mins or so it does have a white color smoke and there is some water coming out but i gonna fill a cup and check the color of the water tomarrow

I had to change the head gaskets on my donor motor.Is it loosing coolant?Is the overflow bottle and or cap leaking slightly?Another good test is have a coolant in your hand start it up keep it full right up to the top and look for bubbles.There is also a test for exhaust gases in your coolant which I did as well.These gaskets deteriorate if the cooling system is neglected which basically everybody does.I bought a 01 Taurus the head gaskets went out a week after I fixed that that the timing chain gasket gave out as well.

Make sure you don't skip the diagnosis step it sucks to change something this big and realize that it's not your problem.
