steering lock /shifter position lock problem

Yesterdaywhile my 05'edge 4x4 was at my local RV dealer to have a new reciever hitch, and brake controler installed, the technition called me, and asked what was the trick to get the shifter to come out of park??? I said, did you turn the key on?(his broken english mumbled something, then he hung up) But when I went to start the truck to pull around and connect to my trailer...I could not get the shifter to release from the park position after starting the truck...but if i turn the key back to the off position, the shifter releases. But then of course, I have to put it in the neutral position now to restart the engine...Never did any of this before.... PLease advise??? What did this jerk do to my Truck???

quick side note; I asked him not to cut into the factory wiring harness to connect the brake controller, that the manufacturer of the devise was fairly certain that ford has provided a pigtail in the harness for connecting this type of device... (Teconsha Prodigy3 model) that if he could not locate the connector, please stop, and let me make a call, or help him to find it...well,long story short...he went on to hack into what ever he thought he needed to manually wire it in...could any of that have somehow interfered with the Ignition sw/cylinder lock/release function?
