so when wet, (ie raining) it will rev its self up to around 3k rpm always it will try to push the ranger along until it hits 3k.the kicker is it only does it when its wet AND moving.. when you hit below 2-3 mph it drops down to around 1100 rpm. then when it dries out it drops back down to 800ish (my tach doesnt work well)

so what knows the truck is moving? does it have a speed sensor that could.... control the idle air..? no clue what would do this..

if it did it sitting still it would be much easier to figure this out.. so what do you think any help will be great!

Is a part of the under hood wire harness getting wet that shouldn't be? Maybe the hood to cowl seal in missing ? Do you have the problem every time you wash the truck ? Do you have a stock air intake on your Ranger ?

seems unlikely, (just a maf) but it could. it was pouring today and i avoided puddles and drove pretty slow compared to how i usually drive in the rain and it didnt act up at all

If the coolant temp sensor got wet, the computer might try to give you a high idle, as it does(should) when cold. You can try rubber-banding newspaper baggies around some of the sensors to see if keeping them dry will stop your problem.

There is three plugs on my transmission. A 3 wire a 2 wire and a single wire, the single wasn't plugged in and I can't find where It goes, what are the two that I do have? One is above the speedo cable and one is above the clutch bleed line, I unplugged both and it didn't act up once in the rain

One wire for backup lights.
One wire for a speed sensor. (ABS?)
One wire for clutch pedal sensor?(is the clutch engaged/disengaged)
One wire that senses OD selection(upshift light equipped?)
One wire for loose nut behind wheel. (only on some models as needed) hee hee
