ball joint pinch bolt

1993 4x4 ext cab ranger. I replaced the upper and lower ball joints, upper came with a new pinch bolt. Chilton manual said 48-65 pound torque on pinch bolt. The alignment bushing is in correctly, and I torqued to 65 pounds, but when I rotate the knuckle/spindle the upper ball joint stub does not turn with it, like the pinch bolt needs to be tighter. Is this correct or should that upper bj stub be "locked in" with the pinch bolt torqued down?

It should be held tight together and not spin in the bushing, I've had that problem and it ended up being friction between the beam and the bushing so the bushing wasn't squeezing with the pinch bolt, I cleaned up the rust and added a little blue loctite to lube then lock and it worked fine
