95 Ranger leaf springs

I recently purchased a 95 Ranger who’s leaf spring hangers were rusted out or rotted through. I removed the bed and started grinding off the remains of the hangers when I noticed that the spring on the right (passengers) side had a “lift” between the axel and the spring, while the left (drivers) side did not. Note! When I got the vehicle the rear hanger on left side was totally shot and the spring was hitting the bed. Is it possible that the lift fell off or is this normal for this vehicle. Any and all help would be appreciated.

I'm not sure what you mean by lift, a pic would help. But from the factory both sides should be the same.

@alwaysfloored maybe he's referring to the factory axle block?
