EDIT: Ooops...must have been a drug relapse...
EDIT2: Seems I misread the number in the diagram because upon a third look it is the amperage rating on the fuse and not the location in the panel. I had one on my phone that I snapped from the google search...only recently deleted it when I changed vehicles.
The fuse for the washer motor is a 10 amp and you can find a diagram on this page (although it is not the best diagram)

If the pump on the washer bottle is the problem, you can change just the pump and they can be purchased if you can't find one in the junk yard. I found they interchange with the same pump between 1988 up to 1996 (at least) and they pretty much just pop into the fluid reservoir very easily. They look like they are molded into the jug but they are removable.
EDIT: The connector for the pumps changed some time after 88 and I was able to use the newer type that seem to be better but you can just splice in the connector if you can't find one from the newer bottles.
Could also be corroded wires on the pump or bad ground so if you have a Voltmeter check for power to the pump with that...
