access panel?

I did a quick search but I didn't find exactly what I was looking for. So my sisters 98 Explorer sport 4.0 vin x, is not getting any fuel pressure at the rail, and I don't hear the pump come on when I turn the key. I checked the fuses and the relay, they are good. Is there anything else i can check that will cause the pump not to come on?

The main question I have is if there is an access panel under the drivers side rear seat. There is a piece of plastic under the carpet, and I don't want to tear everything apart only to find no panel to access the fuel pump. So any input would be appreciated.

could check the power at the top of the tank? or the wiring at the framerail, right before the tank..
can't help anymore than that... i know nothing of explorers that new..

look in the hand book, and find where the inertia switch is that is inline with the fuel pump, it could have kicked out.

same thing on my bronco II it was the inertia switch, un plug it and run a jumper wire over the connector then try starting
