Combine the advice: buy a cheap vacuum gage & run the hose thru the firewall so you can watch the guage whle driving.
Drive along your usual route with your current drivetrain set-up & log the different vacuum readings at mile-markers along your route.
Swap out your present wheels with "taller wheels" & drive your route again--logging the new vacuum readings.
If the vacuum readings are lower on average with "taller tires---you're hurting your gas mlieage.
Once you have the "correct heigth" wheels installed and have driven on your test-route...the vacuum reading should be higher.
