i have a 96 MAF 4.0. i want to build a snorkel. is there a certain distance the MAF has to be from the filter or can it still reside under the hood and i just shoot the rest of the snorkel up the A pillar?

You want MAF sensor to be pulling in air that has less turbulence, and you want throttle plate to have some distance from MAF sensor for less turbulence as well.

Best bet is to snorkel the Air Filter box, but you could just run snorkel tube directly to MAF.

The air chamber in the box allows for extra(reserve) air to be pulled in when first accelerating, so better throttle response vs longer snorkel tube air friction, but if you used a larger tube in the engine bay to a smaller(not too small, lol) tube up the A pillar that would do the same thing.

The tube from intake to MAF is sometimes called the intake muffler
You can use a different one to move MAF's position in engine bay but try to keep distance from MAF to throttle body close to the same.

Don't forget to raise air filters on differential vents
And switch radiator to e-fan with manual off/on override switch, mechanical fans make a quick mess of engine bay in high water :)

so keep current distance *MAF-TB* (or move MAF further downstream)? if i wanted to replace the current "intake muffler" what would be best suggestion for material to use. i feel like the intake muffler on the 4.o is too flat. and definitely yes on the e-fans.

further upstream?, toward snorkel
Shouldn't be too much though, MAF sensor does lag behind throttle plate opening and closing, but TPS(throttle position sensor) gives computer a "heads up" that air flow is changing, and there is a 1 or 2 engine codes for MAF and TPS not "matching up" so not sure how far is too far?

Further downstream, toward intake, can cause turbulence when throttle closes, you get pressure wave traveling back towards MAF, the current distance prevents this issue
Although you can get better throttle response with MAF at the throttle body, problem is MPG will take a nose dive, 10-20% nose dive I have read.

There are some videos on how to use rolls of the fiberglass type material used for casts on broken arms/legs to make these air tubes in any shape you want.
Google: intake muffler tubes

Wrecking yards will also be full of different shaped air tubes

The PCV vent hose currently connected to this hose or air box still needs to be connected
