EGR and Intake heat valve.

I have an 84 e150 302 2bbl carb, stock intake. is it necessary to install the EGR and there is a vacumn valve just below the base of the carb it apparently opens with a ported vacumn valve and allows heat to travel from one side of the intake to the other. is that necessary.
