Fuse problem? No tail lights, fog lights dash lights or instrument lights

Soo I'm guessing I have a problem with one of my fuses. I have no tail lights, fog lights, dash lights, or the lights for my ac controls/fog lights. It's definitely not any of the fuses on the inside compartment and I was just wondering if somebody would know which specific fuse this might be in the engine compartment or if its something else.. such as wiring problem? This is a 2003 4.0L.

could be a fuse , but my 96 had a similar problem , it turned out to be the front turn signals. the wiring connector was shorting from the running light to ground. the water had gotten in and cause all sorts of problems

Should be #11 under the hood, I believe it's a 15amp fuse
