valance with fog lights on a 94 wont fit with 3" lift

I have a 94 ranger with a 3" body lift I also made the front bumper brackets.I bought the fog light valance but it seems to hit the frame so it cannot bolt up right. Has anyone else had this problem what can I do to get it to fit? It looks like I would have to cut the end of both frames so it could fit? I'm not sure if that is a good idea or not. Any ideas floating around out there?

My Aftermarket fog light valance was hitting the frame ends when I first installed it. The front bumpers and the valance mounting holes are slotted for adjustment. So I just loosened the bumper and valance mounting bolts and moved this around for better fit.

It isn't going to fit. There is no adjustment. The end of the frame on both sides holds it out from the holes. I have been thinking about it and I made my own bumper brackets maybe I should try to move the bumper farther out? I dont know if it would look odd or something? It looks like its about 1" I would have to remove from the end and the outside of the frame on both sides. Then I'm not sure if the lights will fit because it is so close. I guess I will try the brackets first maybe shimming the bumper out will work?

I just got back from deer hunting, I hit an 8 point buck but he took off. I was the second person to hit him and that guy and his buddy were tracking it so I let them track him down.I'm on vacation this week so I'm going to put the 4" lift kit on the front. I will get some pictures of it then. Good idea showing pictures. I have gave it some thought and am almost sure its the bumper brackets. I will find out soon.
