wiper problem-no wipers

1999 ford ranger 2.5L. Wiper will not work. Did a lot of electrical checking on circuits and changed the multifunction switch. Relays and grounds look OK. I can power the wipers with a jumper wire. The #16 fuse is good and shows power, but there is no power going to the relays or the wiper on circuit #63 with the key on.(that's the red wire from the fuse) I could really use a printout of connector c136 to trace voltage to see where I'm losing it. The only power I get is the light blue wiper on circuit +671 from the GEM. I hope I posted this to the right place as I'm new here.
