08 2wd brake issue

I was having a pedal pressure issue in my 08. It seems for the first half of the pedal that the pressure isn't always the same. I went through and redid the brakes. Replacing everything in the front and back and still have the issue. It seems like sometimes the brakes feel normal. Then the next time I go to use them the pedal feels kinda soft until it hits the halfway point then it gets firm. Then the next time it may have half of full pressure for the first half of the pedal. I've bled them several times including power bleeding them with no change. I'm thinking it may be the master cylinder. Any other ideas?
