Rear Door Latch Adjustment

I have been driving around with my driver's side rear door with what I'm calling a broken bottom latch. When I close just the rear door, I can pull on the bottom of the door and it moves significantly. I've tried WD40 on it repeatedly to free up the latch, no good. I was reading that these bottom latches are adjustable? I'm wondering if this is worth investigating, or if I should just spend the $150-200 buying a new latch set. I'd enjoy not travelling with that damn "door bing" going off every mile or so.

is the loop on the rocker rusted? I'm in the rust belt and on the 2000 that hook is rusted so bad that it jammed the latch and I cannot open the drivers side.
