You can't really check the fuel pressure regulator on that engine unless you have a fuel pressure test port, which not all of them did by that year.

Fuel pressure regulators are used on true return-type fuel systems. Your truck has what Ford calls a "Mechanical returnless" system, which is still technically a return type system. It's called "returnless" because the fuel going back to the tank never gets to the engine.

Your fuel filter has three ports for line connections. The large one at the rear is flow in from the tank. The large one by itself on the front is flow out to the engine. The small rear-facing one is a return to the tank. There is a valve in the fuel filter that closes when system pressure hits a certain point and diverts fuel back to the tank, and then as pressure drops off it starts opening again. Eventually it hits a spot where it is just dwelling, but that is beside the point.

The point really is if you suspect excess fuel pressure replace your filter.

Any suggestions on why I have all injectors showing fault on scanner?

If it runs, not really.

The injectors all get power from a single bus, but are grounded individually by the PCM to open and close them.

If it runs that system is likely working.

Welcome to TRS :)

Fuel injection computers have a "Clear Flooded Engine" mode
Key on, engine off
Press gas pedal down to the floor and hold it down all the way
With RPMs at 0, and TPS(throttle position sensor) at 4.5volts, computer will turn OFF fuel injector pulses but spark stays on.

Now crank engine, it should not start, no fuel, if it fires or starts then fuel is leaking in.
If RPMs get above 400(engine fires), Computer will exit "Clear Flooded Engine"
If you take your foot of the gas pedal computer will exit "Clear Flooded Engine"

I use "Clear Flooded Engine" every morning when I start my high mile 4.0l, I want to get oil circulating for about 10-15 seconds, then I let off on gas pedal for start up
