Does anyone know if a stock 1994 instrument cluster without tach can be swapped out for one with a tach? Just plug and play or will I need to do some wiring ?

Direct swap. Put your speedo into the new cluster to keep your odometer correct. Also be wary of where the cluster came from. If you get one from a vehicle other than a '93 or '94 it may bolt right in and the wires will plug in but the pinout is different.
