No Cold Air and Compressor Clicks Every Few Seconds

I tried turning my A/C last week and noticed that it does not blow any cold air. I figured it was just low on coolant but then I noticed when the A/C is on the compressor kicks on for few seconds and then clicks off. This happens over and over. I want to say it was doing this before I noticed the A/C was warm but I am not sure. Is it a sign of low coolant or a bad compressor?

Sign of low refrigerant. The low pressure switch is shutting off the compressor as soon as it turns on because the pressure drops too low.
