Default Frozen thermostat bolt

What's the best way to get these out? Its the front one thats frozen. Should I remove the heater hose right angle fitting from the manifold and spray the bottom of the bolt with PB Blaster?
Or should I cut the thermostat housing with a dremel tool (sacrificing it) and spray PB Blaster from the top?
