we have seen these before, maybe not these exact ones, but this type of thing circulates around the auction sites every few months. Its just a resistor that they plug into the engine management system somewhere (usually a sensor plug) and it tricks the ECM into giving the engine more fuel making you run rich. not a good Idea and i would stay as far away as I could get from those.
