High idle

New here. Just bought an 01 xlt. The truck idles at about 1100 rpm. I don’t have a CEL. I removed the IAC and the throttle body and cleaned them both and that did not fix the problem. With the engine running I unplugged the IAC and the rpm dropped to about 600 to 700 rpm. Do I need to replace the IAC or do I have another issue? Thanks for your time.

If the engine doesn't try to stall with the IAC unplugged air is getting in somewhere else.
