Water leaking on parking brake pedal on '00 Sploder

As the title says I'm having a pretty decent water leak on my Explorer that is leaking onto the parking brake pedal (not engaged) while parked in heavy rain. In all the years I've been on here I haven't paid much attention to much of anything that didn't have TTB or TIB so I don't know what's common...

Any thoughts? I imagine this is bad for something it's running down :)
