New rack and pinion Loss of power steering

Just installed a re-manufactured rack and pinion from auto zone along with new power steering lines. After bleeding the system and refilling with mercon 5 trans fluid & taking for a test ride power steering has gone away after 3 turns. Steering turns freely when jacked up in the air but once put down on the ground it is very tight and hard to steer. Is it possible that the pump has now gone bad? When you look in the power steering reservoir you see very little fluid circulation.

Also I have the pressure line in the bottom rack port and the shorter line to the cooler in the top port.

Then there's more than a good chance you got a junk rack. Most of the reman companies used by autozone/advanced do little more than paint old parts. The DOA rates are insane.

Just bled the system for a third time. The power steering pump only has flow under high rpm no flow at idle which explains the hard steering while stopped . So based on that I'm going to guess it's a pump problem.
