Check the throttle body, make sure nothing is keeping the butterfly open.
There is a little throttle stop bolt on the throttle body itself. On my 97 it was fubar when i got it and idling around 2500. The correct way to adjust this is in another post and you'll need a volt meter to check the voltage off the TPS. Don't quote me, but the TPS should be at 0.9 volts when closed if its workin right. Basically fiddle with that bolt, you'll know which one I'm talking about when you look at the throttle, and adjust accordingly.
Otherwise you have a vacuum leak somewhere.
