Yours is a 94, so it has an A4LD. The only things on it that are computer controlled are the 3-4 shift and the torque converter lock-up.

If by the governor you mean the modulator, it is located on the passenger side of the transmission, approximately halfway along the tranny pan, sticking out horizontally.
