Injector pulse width, honda civic?

Does anyone know what controls the pulse width? I have a 2000 honda civic with a 1.6L SOHC that is flooding itself immediately while cranking. The scan tool shows 23- 24 ms pulswidth at cranking. Its supposed to be around 10.
I believe the ecm grounds the injectors but what tells the computer it needs to be open so long?
Is there a way to put it in limp mode?

Engine temp is accurate.
Intake air temp is accurate.
I can get it to run on startin fluid with injectors unplugged.
It has spark, fuel, compression and I believe everything is in time.
My only thought is the ecm is bad. The tech line says its very rare for the ecm to go.

Please help! I am stumped.
 
Thanks. Figured it out.
It was a weak coil, It had spark just not enough. By the way I got the wrong info on the injectors. They were doing what they where supposed to at crank.
