Adjustments on Vacuum Modulator on A4LD

Ok so I installed a new vacuum modulator on my Ranger (2.9L, 4x4, auto
A4LD). Before it was just not shifting, or it'd shift and pop out of gear and back into first. Now it'll shift and stay in gear, but to get it to shift, say from first to second, you have to rev it up, let off the gas completely, and then gas it again before it'll shift. Anyone know how I should adjust the vacuum modulator? Or what would cause this? Thanks
 
That sir, sounds like a vaccum leak, directly affecting the shifting.
Leak need not be anywhere near the trans.
Put a vaccum gage on it.
 
How much vacuum should there be, and would this apply to a 92 4.0l ranger? I am having a similar problem.
