I have a 1993 ranger 4cyl and i need to change out the power steering pump with a new one, I was reading my set of instructions and it states that i need a "steering pump removal tool (t69l-10300-b)

The question is do I need to purchase a special tool to remove the pulley?

thanks,

Yes you do need a special puller tool and you have two choices:
1. You can go buy the tool.
2. You can go to your local AutoZone and rent the tool.

It's pretty easy with the tool. Please do yourself a favor and DO NOT try to remove it without the tool. Don't ask me how I know!

FWIW, Harbor Freight used to sell these for less than $10. They probably still do. I've got one...

The removal tool isn't all you need... there is a seperate installation tool as well.

Getting the pulley off is only half the battle, you have to push it onto the new pump as well.

Hell I have both tools and I still keep a spare, KNOWN-GOOD P/S pump
installed to the proper PS-P/AC-Compressor bracket (I have a 4.0)
so I don't have to mess with the puller or pusher tool with the engine
in the chassis.

FYI, the Harbor Freight puller also has an installer.

Though you can in principle install with a bolt and greased washer, it's not much fun. PS pumps tend to come with one for just that purpose.

For the record, NEVER pound one on. Pounding on bearings = bad.

I hope you never have to remove a GM Saginaw pump.

Quite a lot of PS pumps have pressed on pulleys. These are the rule, not the exception.
