If it passes there are probably ways around it if you want to go wheeling but stay legal...

1) Carry the oversized tires with you and change them on-site

2) Get flip-up bumpers installed that are legal when lowered but can be lifted out of the way when you want clearance...

I was thinking of replacing my rear bumper with something like this some day...not because I go wheeling...just practical...I've been tinkering with the idea a bit but didn't think it through...maybe even removable bumpers that are pinned in place instead of bolted...

I am building my truck for just driving...not off-road...so the legislation if it ever hits Ontario wouldn't affect me...but I see plenty of trucks that wouldn't get through an inspection for those restrictions...
