Heard it on the radio that the new agreement with the union is production ending in September of 09. I am going to see if I can get a tour before the ending.

I would assume that since he's from "Near St.Paul" he's talking about the St. Paul Minnesota plant, where they make the Ranger. And since it was local radio, it's a news program that is talking about potential changes to the city economic structure when a major job source is shut down.
