Question about removing/sliding bed on 1991

I would like to slide back the bed to replace fuel filler neck and pump. It seems that the bumper needs to removed to accomplish any sliding. Can I assume that the bed has to be lifted to clear the bumper if the bumper is to be left on? If then the bumper is to remain in place, must it be lifted to be move rearward, and is so it can the lifting be done by one person.

Not only the bumper needs to be cleared, but your wheels are in the way too. Your best bet as a one man team is to unbolt the bed and tilt it up on the drivers side and put some blocks under it to hold it up while you work on it. If you can get a few friends to help you can lift the bed off the truck completely.
 
You could do the above as suggested...it's easy to do this...and probably more than enough...

If you want to remove it completely, the bed is not that heavy and can be lifted by one person but it's tricky...

You can either use wood as runners to get it around the wheels or, if you're strong enough, put some planks on the bumper, lift the back onto the wood (you may need to hold it in place somehow...C clamps work good) and then lift the front end up and slide it down off the back...

It's actually easier just to get someone to come and help for a few minutes and lift the box up and off...

you will still need to unbolt all six bed bolts to tip it up on the one side.

If you have an engine hoist clamp a 8ft 2x4 to the hoist to give you about 4-5 ft extension to the hoist & with two straps running in an X pattern. Front left to back right & front right to back left. Hook a strap or chain at end of 2x4 & lift in center of X. best way to do it if alone.
 
Lube the heck out of those bed bolts. I had the same issue on my 93 and I snapped two off in the process. Good luck...
